A New Government
1) This revolution begins with the military taking over the country to oversee the changing of the government from the two-party system to a one party meritocracy.
2) The military shall remain in control only until the transition is accomplished and shall maintain order based on the laws of the land already in place.
The Constitution will undergo the following transition:
- The new form of government shall be a meritocracy. For the initial change, all living American Noble Prize winners (150) will choose the secretaries from lists from Life, Time, Forbes, Economist, Foreign Affairs, and any magazines that offer a year’s list of most influential people in the country. These lists will go back 5 years and be supplemented by any name that receives a majority of votes by the Nobel Prize winners.
- Every five years, the people will vote for the secretaries from the list accumulated by the Nobel Prize winners.
- Once the secretaries are chosen, those men and women will vote for a president from the same lists.
- When the term runs out for the secretaries and the president, the people will vote for candidates chosen from the most influential lists of those same magazines and candidates added by the majority of the Nobel Prize winners.
- Legislative power shall reside with the President and secretaries.
- The hall of congress shall house one representative from each state to plead the case of funding, needs, or changes in state laws.
- The Electoral College shall be eliminated. Federal elections will be by the popular vote only. Only a single piece of identification shall be necessary to cast a vote. Criminals, once released from jail shall have their power to vote restored
- Obstructing, or in any way interfering with any persons’ right to vote is a Federal offense punishable by 5 years in prison.
- Five presidential candidates (who receive the most votes from the Nobel Prize winner) will participate in four debates. There will be no advertising by any candidate, which would immediately disqualify said person. The panel moderating the debates will be drawn from the same lists as above.
- The Supreme Court shall be made up of men and women who will serve a term of 8 years. At their confirmation hearings they will be questioned extensively of their views and beliefs regarding the major issues of the day. This list will be very inclusive and shall be an attempt to foresee all the important cases that might come up during their tenure. Should the Supreme Court justice vote differ from the views and values he or she professed during his or her confirmation hearings, he, or she, will be immediately removed from office.
- Bills may come from the hall of governors or from the secretaries. Those bills and laws will then be presented to the president for approval or denial. If the president disapproves, the bill goes back to the secretaries who may then override the president’s veto by a super majority (67%).
- All laws currently in force on the federal or state level shall remain in place until or if those laws are overridden or changed by the president and his cabinet.
- The new constitution, once set down on paper shall then be offered to the people for a vote.
- Voters will be 18 years old or older. People who were once prisons will have their voting rights restored after complete their sentences. Only one form of I.D. will be requited by any voter. No state law shall infringe on an individuals federal right to vote.
- The military shall remain in control until the new constitution is approved.
Outlawed:
- Lobbyists in any form or iteration shall be illegal and penalties assessed up to 5 years in prison.
- All automatic or semi-automatic weapons. Any person buying any gun will go through a thorough background check, passes a mental examination, and attend a safety class. All potential purchasers will pay for said psychiatric evaluation done from a list of approved psychiatrists.
- No person under a restraining order shall be allowed to purchase any gun.
- There will be no open or concealed weapons by anyone except law enforcement and licensed security guards in uniform.
- No person under the care of a psychologist or psychiatrist shall be allowed to purchase a weapon of any kind.
Legalized:
- All drugs. There is no immigration problem, there is a drug problem. When several of the Scandinavian countries legalized drugs, crime went down by 40%. Half of all prisons were closed.
- There is much pushback against legalizing drugs. Of course that comes from the men, agencies and businesses whose jobs and profits depend on drugs being outlawed. This would include the ATF, DEA, ICE, INS, and the private prison system.
- Because of the billions of dollars invested by businesses in the legalized pot industry, pot will continue being dispensed by those businesses. Cocaine, Heroin, Peyote, LSD, Fentnayl, Opium will be sold at a discount to the going international price for those drugs. Buyers of those drugs will have to go through a short interview to determine if they are a danger to themselves or others. If so, they will need to submit to counseling before they can buy.
- No photos will be kept of purchasers and only cash will be accepted to eliminate credit card tracing.
- With drugs legalized, the cartels in México will lose their power. With greater safety in the country, immigration will slow down dramatically.
New Immigration policy
- A country’s GDP grows in one of two ways. One, buy increasing productivity. This has been engineered out of the American economy because companies issue higher dividends to its stockholders rather than invest more money in research and development. The second way an economy can grow is by increases in the workforce. With the American births are below the rate needed to repopulate the country, the only way productivity can increase is through immigration. The idea that Mexicans will take jobs from Americans is ludicrous. No American would ever, or could, or would, ever do the work a Mexican can. To prove this point, one only need look to the two states with the fastest growth: Texas and California. Those states also have the highest percentage of immigrant workers.
- A web site shall be established where immigrants coming in the country will list their wants, needs and skills. They may then be paired to family and business that can benefit from those skills.
Criminalized:
1) Any person or eternity that espouses lies, or grossly exaggerates the facts, that “any reasonable man” might act upon, shall be held liable for those statements. Punishment will be apportioned to the pain, suffering and loss of those who relied on the speech. Any person, whose hate or lies or exaggerations cause economic harm to citizens shall be assessed penalties up t o$25,000 for a first offense. Subsequent offenses shall include prison time. Should the harm be physical in nature, the penalty shall be commensurate with the crime, up to life in prision.
Taxes:
- Corporate taxes shall be based on gross sales or services, not on profits. The rate of taxation shall be 28%.
- Individual taxes shall be apportioned based on the need for funds to rebuild the infrastructure, provide free higher education to all, free medical care, free daycare for working parents and other programs proposed by the president and his cabinet.
Constitution:
- There will be no vice president. Succession shall start with the secretary of state and proceed along established lines after that.
- The term of the president shall be 5 years with one additional term of 5 years upon being re-elected.
- All state laws must conform to the federal statutes.
- States may establish their governments based on their own needs and requirements.
